William Murdock Executive Director

William Murdock serves as Executive Director of the Mid-Ohio Regional Planning Commission (MORPC), a voluntary association of more than 60 Central Ohio local governments and regional organizations serving the fastest growing region in Ohio. As Executive Director, William oversees innovative planning, services, and policies in transportation, energy, housing, land use, environment, and data.

In his time at MORPC, William has re-organized MORPC’s committees and staffing team to sharpen its focus on collaborative partnerships and local government services. He is responsible for the development of MORPC’s long-range transportation plan that coordinates over $20 billion of transportation improvements across the region through 2040. William spearheaded the launch of insight2050, a public/private initiative to prepare for Central Ohio’s significant growth and development. He also directed the creation of Central Ohio’s first Regional Energy Plan and strengthened MORPC’s advocacy efforts at the state and federal levels. Prior to joining MORPC, William worked for over 15 years in state and local government in planning and economic development.

William is actively involved in a number of local, state, and national organizations. He is currently past president of the Ohio State University Knowlton School Alumni Association, Secretary/Treasurer and Policy Committee Chair for the Ohio Association of Regional Councils, First Vice Chair of the National Association of Regional Councils Executive Director Council, board member of PACT, and an appointed member of the Ohio Lake Erie Commission.

William is a longtime resident of Central Ohio and proud Buckeye with multiple degrees from the Ohio State University.

Christina O’Keeffe Director of Energy & Air Quality

O’Keeffe directs efforts on connecting local governments, businesses and residents to financial and program resources on air quality, housing, community development and energy in transportation, infrastructure and built environments. She leads a staff of more than 25 technical and programmatic professionals to deliver more than $6 million in federal, state and private funds.  

Prior to her current role, O'Keeffe served in the senior leadership in the State of Ohio energy office located in Ohio Development Services Agency. She managed more than $300 million in federal and state funding that invested in energy efficiency, distributed generation, alternative fuels and clean coal projects. She developed several innovative financial resources for investing in energy-saving projects, including the $50 million Energy Loan Fund and $18 million in the Ohio Energy Loan Loss Reserve program. Earlier in her career, she worked on energy efficiency policy in the Southwest US and spent 6 years with Green Energy Ohio.

O'Keeffe is a Certified Economic Development Finance Professional, trained as a Six Sigma Black Belt and holds a BS in Natural Resources from The Ohio State University.

Kerstin Carr Director of Planning & Environment

Carr has been with MORPC for over nine years. Her department provides and promotes collaboration, technical assistance, and regional planning initiatives related to active transportation, local food, the natural and built environment, transportation safety, and water resources to benefit MORPC members and communities in Central Ohio. Specific projects include insight2050, Sustaining Scioto, and the Active Transportation Plan. Carr supervised the development of the regional Complete Streets policy and also managed MORPC's HUD grant to plan an urban food hub with multiple partners in a distressed neighborhood.

Carr has over 12 years of experience in transportation and urban planning. She currently serves on the Transportation Research Board Transportation Demand Management Committee, the Columbus Transportation & Pedestrian Commission, and the Community Economic Development Corporation of Ohio (CEDCO). Carr is a graduate of the University of Regensburg, Germany with a Doctoral Degree in Geography.

Shawn Hufstedler Director of Finance and Chief of Staff

Hufstedler has been with MORPC for four years. His duties include providing staff internal support for the Executive Director; serving as Executive Director in his absence; and directing and coordinating the activities of the Finance Department.

Previous to MORPC, Hufstedler served as the Director of Finance and Grants at the Community Shelter Board and as an Assurance Manager for KPMG LLP. He serves on the First Night Columbus Board and organizes the Mid-Ohio Finance Administrators Group. He is a member of the Association of Governmental Accountants Central Ohio Chapter; the Government Finance Officers Association; and the Ohio Society of Certified Public Accountants. Hufstedler is a graduate of The Ohio State University with a BS in Business Administration.

Thea Walsh Director of Transportation Systems & Funding

Walsh has 13 years of public service focused on transportation and community planning. She started her career in Clark County, Ohio, was a member of the management team at the Ohio Development Services Agency and in 2014 joined MORPC as the Director of Transportation Systems and Funding. Walsh has a BA in Public Administration and Urban and Regional Planning from Miami University in Oxford, Ohio and a Masters of Public Administration from Wright State University in Dayton, Ohio. She is a National Development Council certified Economic Development Finance Professional, Certified Member of the American Institute of Certified Planners and a member of the Association of Ohio Commodores.
