Infrastructure and Environmental Project Funding Available through MORPC

Energy Efficiency & Conservation Block Grant Program
The EECBG Program, funded by the American Recovery and Reinvestment Act, will provide formula grants for projects that reduce total energy use and fossil fuel emissions, and improve energy efficiency nationwide. 
 
Funding Level for Ohio:

  • A direct allocation to Ohio city and county units of local government: $59,203,700.  Applications are due June 25.
  • A direct allocation to the State: $24,979,600, of which 60% ($14,987,760) has to be provided as subgrants to eligible city and county units of local government that did not receive a direct allocation.  A request for projects has not been released by Ohio Department of Development yet.  Local governments are urged to submit proposed projects to http://recovery.ohio.gov
  • A competitive portion of $400,000,000 nationwide.  The U.S.Department of Energy federal guidance has not released yet.

Ohio Bipartisan Job Stimulus Plan
Visit jobstimulus.ohio.gov, the new job stimulus web page highlighting the eight different components of the economic stimulus plan: advanced energy, biomedical, bioproducts, logistics & distribution, internships & co-ops, infrastructure, historic preservation tax credit, and Clean Ohio Fund.

Ohio Diesel Emissions Reduction Grant Program
The DERG program provides both public and private heavy diesel equipment owners operating within Ohio’s non-attainment counties an opportunity to control vehicle emissions through retrofit, engine replacement, vehicle/machinery replacement or anti-idling technologies.  A request for applications is expected to be issued in late summer of 2009.  Visit the Ohio Department of Development website for more information and listing of projects that were previously awards grants.

Midwest Clean Diesel Initiative
This U.S. EPA program is a collaboration of federal, state and local agencies, along with communities, non-profit organizations and private companies working together to reduce emissions from diesel engines in the Midwest through operational changes, technological improvements and use of cleaner fuels. A request for applications is expected to be issued in late summer of 2009.  Visit the Midwest Clean Diesel Initiative website for more information. 

Ohio Clean Diesel School Bus Retrofit Grant 
Ohio EPA's program helps school districts retrofit their diesel school buses with pollution-control equipment and use cleaner fuels to reduce emissions.  Applications are due September 1, 2009.  Visit the Ohio EPA website for more information. 

B20 Biodiesel School Bus Grant Program
The Ohio Energy Office is soliciting applications from interested and qualified parties seeking funding to help cover the incremental costs of using B20, a blend of 20% biodiesel with 80% petroleum diesel. This program provides an opportunity for school districts, county MRDD programs and similar local agencies that provide K-12 education to begin using and benefiting from B20 biodiesel in school buses. Alternative Fuel Transportation Grant
The Ohio Energy Office funds this grant opportunity aimed at installing new alternative fuel refueling stations in metropolitan areas of Ohio. Those qualifying can receive $40,000 per biofuel (B20 or E85) and those that qualify to convert can receive $10,000. The application process remains open until funds are exhausted or the end of the fiscal year is reached. Renewable Energy Program
This program seeks applications to implement renewable energy projects limited to solar electric, wind electric, and solar thermal systems for commercial, industrial, institutional, and governmental entities in Ohio. Click here for more information.

Residential Wind Energy Incentive Program
This program is available for Qualified Systems installed for Eligible Customers through applications submitted to the Program by an Eligible Installer.  Eligible customers include all residential customers who are connected to the electric grid and have an active account in the American Electric Power, Duke, First Energy or Dayton Power and Light service territories in the State of Ohio.  Incentive amount: $2.00/kWh or 50% of project costs; Maximum award per applicant: $25,000.  Click here for more information.

Solar Thermal Energy Incentive
This program is available to offset the costs of solar thermal energy projects on new construction and existing buildings for affordable and market rate residential housing units in Ohio.  Click here for more information.
