All funding programs through MORPC are overseen by committees of transportation and infrastructure professionals representing local governments, agencies, and nonprofit organizations. MORPC engineers and planners staff these committees.

District 3 refers to the Ohio Public Works Commission's District 3, which is coterminous with Franklin County.

Service Areas

Federal Funding for Transportation Projects and Programs is available to jurisdictions within MORPC's transportation planning area: all local public agencies in Franklin County, all local public agencies in Delaware County, the City of Pataskala and Etna Township in Licking County, and Bloom Township and Violet Township in Fairfield County.

MORPC accepts applications for Ohio Public Works Commission (OPWC) Infrastructure Funding and the Clean Ohio Green Space Conservation Program from applicants within Franklin County.

Federal Funding for Transportation Projects and Programs

The 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) preserves the Metropolitan Planning Organization's role in transportation planning. Federal funding is suballocated from the Federal Highway Administration and the Federal Transit Administration to Ohio's Metropolitan Planning Organizations via ODOT's MPO and Large Cities Capital Program. Every other year, MORPC's Federal Funding Committee (FFC) solicits applications for transportation projects and programs that are located within its transportation planning area. The Policy Committee then determines, with input from the FFC, Citizen Advisory Committee (CAC), and Transportation Advisory Committee (TAC), which applicants will receive these funds.

Funding suballocated to MORPC by ODOT comes from three different federal programs: the Surface Transportation Program (STP), the Congestion Mitigation and Air Quality (CMAQ) Improvement Program, and the Transportation Enhancements (TE) Program. STP funds can be used for almost any surface transportation project or program. CMAQ funds must be used for projects or programs that will reduce transportation-related pollutants. TE funds must be used for pedestrian, bicycling, beautification, cultural, or historical projects or programs. MORPC uses a single application for all three of these programs.

Ohio Public Works Commission (OPWC) Infrastructure Funding

The Ohio Public Works Commission (OPWC) funds infrastructure and transportation-related projects from bond and fuel tax revenue sources. In Franklin County, applicants for this funding in apply to the District 3 Public Works Integrating Committee (DPWIC). Applicants from other counties apply to their respective DPWIC.

Clean Ohio Green Space Conservation Program and Clean Ohio Revitalization Fund

The Clean Ohio Green Space Conservation Program funds the purchase of undeveloped land to protect watersheds and preserve open space. In Franklin County, the District 3 Natural Resources Assistance Council (NRAC) accepts and ranks applications.

The Clean Ohio Revitalization Fund assists developers with the costs of environmental remediation on brownfield sites. The District 3 Public Works Integrating Committee (DPWIC) has a role in the selection process for projects located in Franklin County.

Ohio Job Ready Sites (JRS) Program

The Ohio Job Ready Sites (JRS) Program funds the development of sites to attract manufacturing, research and development, and "smart" offices. The District 3 Public Works Integrating Committee (DPWIC), staffed by MORPC, accepts applications for projects located in Franklin County, checks them for completeness and adherence to project requirements, and prioritizes them based on a number of relevant factors. For each round of funding, the DPWIC then submits its top three recommendations to the director of the Ohio Department of Development, who has final authority over which projects will actually receive funding. Applications for projects located in other counties should be submitted to the appropriate DPWIC. See the Ohio Job Ready Sites Program website for full details.
