MORPC works to help low- and moderate-income households maintain and improve their homes through repair and energy efficiency (weatherization) programs. Each program has different eligibility requirements, so please review the information below to determine which program meets your needs. If you apply and are ineligible, MORPC staff will redirect you to other resources.
Home Energy Efficiency Programs (Weatherization)
MORPC offers home energy efficiency (weatherization) and safety services at no cost to income-eligible residents to help keep them warmer in the winter and cooler in the summer, all while lowering energy bills. These programs are available all year to Franklin County residents.
Our experienced professionals perform home energy inspections and safety checks, and work to improve the safety and comfort of the home. Based on eligibility, customers may receive the following services at no cost:
- Repair or replacement of furnaces and water heaters
- Attic and sidewall insulation
- Air sealing
- A full home energy inspection
- Safety checks on appliances

- Supplemental Security Income (SSI)
- Temporary Assistance for Needy families (TANF)
- Percentage of Income Payment Plan (PIPP) Plus
- Home Energy Assistance Program (HEAP)
You may qualify for weatherization now! If not, customers who rent or own a home in Franklin County and have a total household income during the preceding 12 months equal to or less than the income guidelines below may be eligible.

Healthy Homes + Repair Program
The MORPC Healthy Homes and Repair program is available to address health and safety concerns so that eligible homeowners can live in a safe and comfortable environment. Basic program eligibility requirements are based on total household income, owner-occupancy of the home, and area of residency. For this program, MORPC services homeowners in Franklin County, but outside the city limits of Columbus.
Multiple programs merge to assist through one application. Upon application approval, there will be both a general home repair inspection and a healthy homes assessment. The healthy homes assessment will review eight areas of concern, including keeping your home clean, dry, pest-free, contaminant-free, safe, ventilated, comfortable, and maintained.
Eligibility
- Your home must be located within Franklin County but outside the limits of the City of Columbus
- You must be current on Franklin County property taxes
- Your home must be valued at less than 95% of the median sale price (as valued by the Franklin County Auditor)
- You must have homeowners insurance of at least the current market value (as valued by the Franklin County Auditor)
- Your annual, pre-tax, household income must be within our income guidelines.

Contractors
MORPC is always looking for contractors to submit applications for our home repair and weatherization programs. In partnership with other local agencies and nonprofits, MORPC participates in a universal application program for its Home Repair and Weatherization contractor applicants. You are provided with the option to select which programs you would like to apply for during the application process.
