Stakeholders

The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

Central Ohio Transit Authority (COTA)COTA is the primary provider of public transit services in central Ohio. COTA operates under an agreement authorized in 1974 by the Franklin County Commissioners and the City Councils of Bexley, Columbus, Gahanna, Grandview Heights, Grove City, Hilliard, Reynoldsburg, Upper Arlington, Westerville, Whitehall, and Worthington. COTA's existing level of transit services is funded through a 0.50 percent local sales tax, federal and state assistance, and fare box receipts. The majority of the funding (80 percent) is generated from the local sales tax. The agency's finance, planning, and transportation divisions all contribute to COTA's ITS services.
City of Columbus Department of Public ServiceThe Columbus Department of Public Service provides a variety of basic services to residents of the City of Columbus, including trash collection, parking management and enforcement, snow removal, and pothole patching. The Department also maintains roadways, supervises design of street improvements and street resurfacing, oversees construction of wheelchair ramps, guides installation of sidewalks near elementary schools in Columbus, and inspects public and private construction projects.

Installation of street signs and signals, selection of traffic–calming measures, and implementation of other traffic engineering projects also fall to the Service Department. Through Paving the Way, the Public Service Department provides central Ohio road construction information, including information on detours around major projects.

The Public Service Department operates the Traffic Management Center for traffic signal operations and hosts ODOT's Columbus Metropolitan Freeway Management System. The Department also manages on–street parking through parking meters and enforcement of parking regulations.
City of Columbus Fire DepartmentThe Columbus Fire Department provides fire protection and emergency medical services to the residents of the city of Columbus. The Columbus Division of Fire is geographically divided into seven battalions each of which is directed by a Battalion Chief. Among these seven battalions there are thirty–one fire stations equipped with thirty–one engine/medic companies, two engine companies, sixteen ladder companies, thirty–two medic transport vehicles, five rescues, hazmat vehicle, bomb unit and seven EMS supervisors.
City of Columbus Police DepartmentThe Columbus Police Department patrols the City of Columbus. The Department provides the following services through its Patrol section: Rapid response to all emergency calls; Routine district patrols; Traffic law enforcement; Traffic accident investigation; Routine response to general calls for services; Crime prevention/suppression techniques; Special event management; and Bicycle patrol.
Clinton Township (FRA)Represents the various government departments and agencies of the Township of Clinton.
Columbus Regional Airport Authority (CRAA)The Columbus Regional Airport Authority oversees the operations of Port Columbus, Rickenbacker and Bolton Field airports to deliver high–quality, cost–effective and coordinated aviation and logistics services for Central Ohio.
Columbus Traffic Management GroupAll stakeholders working together in the Traffic Management Center (ODOT and City of Columbus).
Concord Township (DEL)Represents the various government departments and agencies of the Township of Concord.
Counties and CitiesRepresents the various government departments and agencies of municipalities and counties other than those specifically called out in the architecture.
County AuditorsCounty Auditors provide road centerline files.
County EMAsThe Emergency Management Agencies (EMA) are responsible for coordinating countywide emergency and disaster planning, education, warning, response and recovery to minimize the adverse impact on area residents and property. Each county has their own EMA.
CyclistsRepresents those using non–motorized travel modes, and in particular bicyclists that sometimes share motor vehicle lanes.
DelawareRepresents the various government departments and agencies of the City of Delaware.
Delaware Area Transit Agency (DATA)DATA is the Delaware Area Transit Agency. DATA is the public transit service provided by the Delaware County Transit Board. The transit board is a seven–member governing board established by the Delaware County Commissioners under section 306 of the Ohio Revised Code. The county commissioners are the appointing authority for the board members. The citizens of Delaware County own and operate the public transit system through the Delaware County Transit Board.

DriveOhioDriveOhio is Ohio's center for smart mobility. Ohio is home to dozens of public and private entities all involved in the design, development, testing, use and regulation of autonomous and connected technologies. DriveOhio brings all these organizations together under one umbrella, serving as the hub for all things autonomous and connected in Ohio. Supported by the Ohio Department of Transportation, DriveOhio also works to ensure Ohio's regulatory environment and public policies are conducive to the development of the infrastructure and technologies needed for smart mobility.
DriversRepresents the person that operates a vehicle on the roadway, including operators of private, transit, commercial, and emergency vehicles.
DublinRepresents the various government departments and agencies of the City of Dublin.
Etna Township (LIC)Represents the various government departments and agencies of the Township of Etna.
Fairfield CountyRepresents the various government departments and agencies of Fairfield County.
Financial InstitutionsFinancial and banking institutions that play a role in the transfer of funds for fare collection as well as for other fee–based transportation services.

Mid–America Freight CoalitionMid–America Freight Coalition is creating a multi–state Regional Truck Parking Information and Management System (TPIMS) that will include the MORPC region.
Mid–Ohio Regional Planning Commission (MORPC)The Mid–Ohio Regional Planning Commission (MORPC) is a voluntary association of governments serving Ohio in the areas of housing, transportation, water, land use, zoning, environmental and technology issues. It assists local governments by providing innovative solutions for the many challenges facing the growing Central Ohio region. MORPC is also the Metropolitan Planning Organization (MPO) for transportation services in central Ohio.

New AlbanyRepresents the various government departments and agencies of the Village of New Albany.
Norwich Township (FRA)Represents the various government departments and agencies of the Township of Norwich.
Ohio Department of Public Safety (ODPS)The Ohio Department of Public Safety serves and protects the safety and security of Ohioans through eight divisions: Administration, Bureau of Motor Vehicles, Emergency Management Agency, Emergency Medical Services, Homeland Security, Highway Patrol, Investigative Unit, and Office of Criminal Justice Services. One of its tasks includes obtaining all crash data for the State of Ohio.
Ohio Department of Transportation (ODOT)To seamlessly link Ohio's highways, railways, transit, aviation and port facilities, ODOT will promote a world–class, integrated multi–modal transportation system that is efficient, cost–effective and reliable for all the state's citizens, businesses and travelers.
Ohio Emergency Management AgencyA division of the Ohio Department of Public Safety, the Ohio Emergency Management Agency coordinates activities to mitigate, prepare for, respond to and recover from disasters, both natural and man–made. The agency interfaces with local, state and federal agencies in an effort to bring resources of recovery and support to Ohioans impacted by the disaster. In addition to disaster response and recovery, Ohio EMA agency activities include education, training, planning, preparedness, strengthening Ohio's first responder capabilities and improving communication across the state. Ohio EMA's current staffing roster includes nine field liaison positions, each responsible for liaison with and assistance to approximately nine county emergency management agencies. The state is separated geographically into the following sections: northwest, west north central, west central, southwest, central, northeast, north central, east central, southeast and south central.
Ohio Environmental Protection Agency (OEPA)The Ohio Environmental Protection Agency is a state agency whose goal is to protect the environment and public health by ensuring compliance with environmental laws. Ohio EPA establishes and enforces standards for air, water, waste management and cleanup of sites contaminated with hazardous substances. It also provides financial assistance to businesses and communities; environmental education programs for businesses and the public; and pollution prevention assistance to help businesses minimize their waste at the source.
Ohio State Highway PatrolThe Ohio State Highway Patrol strives to protect life and property, promote traffic safety, and provide professional public safety services through 8 offices: Field Operations, Finance and Logistic Services, Licensing and Commercial Standards, Technology and Communication Services, Recruitment and Training, Strategic Services, Investigative Services, and Human Resource Management.
Orange Township (DEL)Represents the various government departments and agencies of the Township of Orange.
Oxford Township (DEL)Represents the various government departments and agencies of the Township of Oxford.
PassengersRepresents passengers riding in motorized vehicles.

Private Map Data ProvidersPrivate companies that provide map databases and other related information used to support ITS services. Can include third–party providers or internal organizations that produce map data for agency use.
Private Rail OperationsCompanies that operate (freight) rail within Central Ohio.
Private Transit ProvidersRepresents private contractors providing demand responsive transit services or paratransit services under contract. These services may be via taxis, livery cabs or shuttles.
Private Traveler Information ProvidersLocal, regional and national information service providers, such as SmartRoutes or Metro Traffic, that provide travel information to the traveling public (both subscription service and general broadcast information). Includes internet sites, service bureaus, etc.
Private Weather Service ProvidersPrivate companies that provide weather information tailored for transportation purposes.
PublicAny person who uses the transportation infrastructure.
Public AgenciesThis stakeholder group represents state, regional, county and city public agencies.
Public Utilities Commission of Ohio (PUCO)The PUCO was created to ensure Ohioans adequate, safe, and reliable public utility services at a fair price. More recently, the PUCO gained responsibility for facilitating competitive utility choices for Ohio consumers. The commission regulates providers of all kinds of utility services, including electric and natural gas companies, local and long–distance telephone companies, water and wastewater companies, and rail and trucking companies.
Radnor Township (DEL)Represents the various government departments and agencies of the Township of Radnor.
Regional Emergency AgenciesThis element describes all agencies or organizations that provide emergency services to the public.
Regional Event OperatorsRepresents special event sponsors and organizers that have knowledge of events that may impact travel on roadways or other modal means. Examples of regional event operators include sporting events, conventions, motorcades/parades, and public/political events. These operators' interface to the ITS to provide event information such as date, time, estimated duration, location, and any other information pertinent to traffic movement in the surrounding area.
Regional Event PromotersThese stakeholders support the information exchange/coordination with various special event activities including university sporting events. It also includes groups that promote events, such as a Chamber of Commerce or Visitor's Bureau.
Regional Hospital OrganizationsRepresents hospitals and trauma centers in the region.
ReynoldsburgRepresents the various government departments and agencies of the City of Reynoldsburg.
Ridesharing CompaniesRidesharing companies (including transportation network companies, ride–hailing services, app–taxies, e–taxies, or mobility service providers) match passengers with drivers of vehicles for hire via websites and mobile apps.
School DistrictsRegional school districts.
Scioto Township (DEL)Represents the various government departments and agencies of the Township of Scioto.
Sharon Township (FRA)Represents the various government departments and agencies of the Township of Sharon.
The Ohio State UniversityRepresents the various departments of The Ohio State University. Departments represented include the Department of Public Safety, the Transportation and Parking Services Department, and the Engineering Department. The Department of Public Safety provides law enforcement, security services, emergency management planning and other public safety services designed to enhance a safe and secure environment on campus. Transportation & Parking Services provides services and support to help create and maintain a safe and orderly campus environment for pedestrians and vehicle operators while also providing a broad range of parking and transportation services. Transportation & Parking consists of many different services designed to address the needs of the University community. These include Campus Area Bus Service; Charter Bus services; construction coordination as it relates to impacts to streets and parking areas; Handivan paratransit services; Vehicle rental services for departmental business; motorist assistance for campus customers; parking enforcement and traffic support; parking and vehicle maintenance services; special events management; traffic signal coordination and repair. The Engineering Department provides transportation research utilizing data from the Columbus Traffic Management Center (TMC).
